Government - administration - devolved administration.

Reserved matters are areas of decision-making that have been retained by a central body, when other matters have been delegated to a devolved or subsidiary body.

For example, policy areas such as defence and the armed forces retained by the UK Parliament that affect all parts of the UK, including those parts of the UK that have devolved administrations.
