Regret aversion is a cognitive bias.
Carbon dioxide equivalent, a standardised unit of measurement to indicate the global warming potential (GWP) of other greenhouse gases, expressed in terms of the GWP of one unit of carbon dioxide.  


It means decision making which assigns undue weight to avoid avoiding an outcome that may be regretted in the future.
