The European Green Deal sets out the EU's objective of making Europe "the first carbon-neutral continent" by 2050.
A term financing arrangement, usually on a limited recourse basis, under which funds are lent for a specified project against the security of the project cash flows.


This means achieving net zero emissions, through eliminating all feasible emissions so far as is reasonably achievable, and offsetting the residual carbon.
The project itself is normally a long-term one, relating to infrastructure, public services or a large industrial undertaking.
 
 
The European Green Deal was published by the European Commission in December 2019.
