1. ''Index numbers''.

A market intermediary who brings together buyer and seller for a commission paid by the initiator of the transaction or by both sides.
In the context of index numbers, rebasing can refer to either:

The broker does not take market positions itself.
- changing the weights in an index, such as an inflation index,

- changing the reference period of an index number series.

2.  ''Markets - intermediaries - investment - securities.''

More specifically, an individual or a firm (also called broking house) that acts as an agent for investors by dealing in securities.
The weights and the reference period may be changed at the same time.
Usually, the broker will charge commissions (called brokerage) for providing advisory and trading services.

Brokers do not buy or sell on their own account but act as agents for clients.

3. ''Other situations.''
In relation to tax, rebasing means re-stating the base value of an asset for tax calculation purposes.

Any facilitator or intermediary, including for illegal activities.
The re-statement would usually be upward, thereby reducing any potentially taxable gain calculated on any surplus over the base value.

For example, ''initial access brokers'' are cybercriminals.

4.  ''Verb.''

To undertake the activities of a broker.
