Copyright is the exclusive right to reproduce - or to authorise others to reproduce - software, artistic, dramatic literary or musical works.
Fair use is a limitation to copyright.
Under fair use, it is permissible to quote brief excerpts from copyright material for fair purposes including research, criticism, review or parody.
Any use that is legally "fair" is permitted.
